Retention of security: Sarkozy is supported by associations

The President Nicolas Sarkozy was supported by associations of victims in its willingness to enforce the law retroactively on the retention of security for criminals found to be most dangerous, despite the censure of the Constitutional Council on this point.

He met for an hour with representatives of the Association for protection against assaults and sexual crimes (Apacs), the Association of Victims in series (VIES), as well as victims and families of victims.

He outlined the mission he entrusted to the first president of the Court of Cassation, Vincent Lamanda, after the decision of the Constitutional Council 10 days ago to deny the application of the law to prisoners convicted before its enactment.

"He supports us fully, we also support, it is absolutely on the same wavelength", told the press the president of the Apacs after the talks. "It is a completely logical position, which is applied elsewhere, and I do not see why we would not in France."

Jean-Pierre Escarfail, father of a victim of serial killer Guy Georges, hopes that the law "should be adjusted to allow for those who are extremely dangerous and emerging at this time, to find a way to treat and not just let them go out like that. "

The president of the Apacs assured that these were not "retention life" or "disguised perpetuity."

"It's anything, when it comes to life in disguise. It is to treat people," he argued. "So maybe there are who are not treatable. It's like cancer, you have cancers that are treatable and others who are not, at this time, it can be take some time, not necessarily for life. "

Jean-Pierre Escarfail denounced the "franchouillardise" critics of the law, "then we have examples in Europe and Canada methods that have proven successful."

OLD VICTIM OF FOURNIRET

Dahina Le Guennan, president of VIES and former victim of Michel Fourniret which will be held on March 27, also hope that the withholding of safety is "immediately applicable".

She regretted that "many political parties and associations of human rights do much for authors and relatively few are victims".

"If this law had been in place, it would have avoided at least eight victims" because of the dangerousness Michel Fourniret has been taken into account and we do not allow him the right to go out and kill with impunity, "she explained.

"I do not think everyone is treatable or that everyone is réinsérable. Chemical castration, it does not suggest," said Dahina Le Guennan, who was raped by Michel Fourniret in 1982.

"He was arrested in 1984, he had 17 attacks, it is considered in June 1987, it took seven years in prison, he was released in October 1987, he began to kill in December 1987," she recalled. "This is a concrete example."

The retention of security would, however, not been applied in this case because it concerns only those sentenced to fifteen years' imprisonment or more.

Among those received by Nicolas Sarkozy was Cynthia Sardou, a journalist, daughter of singer Michel Sardou and author of a book "Should I be raped again?", Which has been the victim of three attackers, including two offenders.

"Most of these offenders are hardly little or réinsérables in our society," she said.

"The president has stated that we will have the results and that the results will be applied," she added. "It was also said that if an offender refuses to seek treatment, he will remain in prison for life, at least it will not come out."

The delegation also included Christian Cremel, Nelly Cremel husband, murdered by Patrick Gateau in June 2005, Françoise Scharsch, mother of Julie Scharsch, murdered by Pierre Bodein in June 2004, or the parents of Fabienne Leroy, murdered by Michel Fourniret in August 1988.

Nicolas Sarkozy gave them an appointment in a few weeks to take stock, "said the spokesman for the Elysee, David Martinon. "The president said he wanted to put victims at the heart of everything," he added.
